How do I create a new .dwg that has no layers, blocks, text styles and dim styles?

Purge everything and save as .DWT ; use this as Qnew

Startup, use 1, reboot, next time it will let you set up your new drawing.

The acad.dwt has a minimal amount of items configured with no layers or blocks, but does have some text and dimension styles.
