how to Create conduit routing based on conduit sizing?
Not enough information. At the least, post a [small] example of a spreadsheet file.

Are the things under From: and To: the names of Blocks or something? If so, can there be more than one insertion of a given Block name? If not, I don't see anything locational that a "routing" could be built on.
