How to create a layout template that contains multiple layouts

When you import a template into an autocad drawing i notice it asks which layout within that template you would like to import.  This leads me to believe it is possible to create templates with multiple layouts stored in them.  This would be incredibly helpful to know how to do because it would allow me to import premade layouts for plotting model-space pages without having to reformat each drawing with these layouts by hand over and over.  Is there a way to do this?

I know that by using the "layout" command, > "SaveAs" > "[Layout_Name]" i can save existing layouts as their own template, but this is only one layout per template.  I'd like to consolidate all layouts into one template.

If you're talking about new drawings, rather than importing a Template into them, try this:
Set up a drawing with all the Layouts you want, and save that as a .dwt Template file.  Then start new drawings with the NEW command [not QNEW that you get with the new-drawing icon up top], and choose that when it asks you for a Template.
