it doesnt let, me it says "The selected segment is not in an orthogonal drawing view" , any way to do it ?

Hi

Put ucs at same face and then make your dim/radius .Capture.JPG

Im sorry i dont seem to get it , it would help me to understand it more if you could modify my .dwg 

i am trying to add lines like this to the 3d viewwqswq.png

in layout, you may draw a circle first, then execute cm,draw the centermark,  then  hide or  delete the circle
