Ok, So I digged a little bit and found out that:

-As CADffm said, the tool pallette is sort of like an Xref. Everytime you drag something from it, it loads it from Original file where it was created from. So the file should be somewhere in Server and not deleted.

- When you want to insert the Tool: If the block is already existing in your drawing, There is a Redefine option if I right click on tool which will update the block in drawing. that's good because staff can instantly update their drawing with latest edition of block.
