Hatch Doesn't Return to Original When Annotative Turned On Then Off Again

Any idea why I can have two hatches with the same properties that look different? Both are selected and you can see the properties in the screenshot. Both have the same scale and neither are annotative.

I can scale the hatch up (bottom right hatch) to make them look the same, but they then have different scales.
