Hatch and Dimensions show up differently between model and layout

I'm having a bit of trouble in regards to certain hatches and dimensions. When I look back at dimensions/hatches that I have already done, they look as if its shifted upwards, but on page layout it looks normal. I've attached two pictures so you can see what I'm talking about! I don't know how to necessarily word it properly.

I guess your Image1.png doesn't show a plan view.

 

Otherwise post your dwg please.

For example, in the South Elevation inside the red box. If you zoom in in a few areas, hatches are shifted upward and them dimensions are shifted downward.

your model layout have a non-plane orientation issue . use UCS ( w ) and Plan ( double enter) commands, any changes ?

 

Command: UCS
Current ucs name: *WORLD*
Specify origin of UCS or [Face/NAmed/OBject/Previous/View/World/X/Y/Z/ZAxis] <World>: w
Command: PLAN

Enter an option [Current ucs/Ucs/World] <Current>:
Regenerating model.

Yes, perfect! Thank you so much! Do you know why it somehow changed in the first place? Did I accidentally hit a wrong key to have that issue in the first place?

of course you did !! 😁 

you should know that you have a problem from your dimension Architectural tick . it must be fill not blank as it shown in your first message . also you need to clean your model layout !! i mean that erase all unwanted drawings or separate them in a new CAD dwg files ( Recommended ) . 

you have a nice CAD works and you must always take care of your efforts .

Using the Plan command (as I suggested above) solves the current problem. But it doesn't (and can not) solve the problem at some other hatches (see attached image. It shows the situation after applying the plan command). You should do a closer look at all your hatches and repair (or new create) the wrong hatches.
