Files opening in new sessions (windows) instead of tabs Version 2021

Hello, every time I double-click a DWG file it opens a new session instead of just adding it as a tab to my current session. I tried "run as administrator" and checked my SDI and it's 0, which it was already set to, so not sure what else I can try. I also tried resetting the program to default and nothing has worked.

Thank you, I followed it and it didn't work so I just uninstalled it and reinstalled it again and this time it works, now the problem is gone
