"Could not" does not give us any possibility to help as we don't see your screen and so ..
- Which commands did you try to get the SHP data opened?
- And when you tried them what response did you get from AutoCAD Map 3D or Civil 3D?
If you have Map3D and/or Civil3D you can use commands _MAPIMPORT or _MAPCONNECT, it depends what you want to do with the data too.
And in case it's a GIS-dataset: have you verified that besides of the SHP file you also have a *.SHX and a *.DBF file (with the same name as the *.SHP) as all three files together is one dataset (and can't exist alone).
