explode SHX fonts

The idea is to draw an offset of a certain distance from the outer strokes of a given SHX font such as the 'bold.shx' typeface shown here:

 

I understand it not possible to 'explode' an SHX font by usual means, but is there a way of accessing the individual elements that define these letters? Is there be another way of creating an outline short of tracing each letter?

Do you have Express Tools? The Explode Text under Express tools will work.
