Editing Default Command Settings

When running command "ATTACH" and then selecting an image, I want the check box "Insertion Point" > "Specify on screen" to be unchecked. How can I edit the template to change this?

Mine seems to remember whatever the last setting utilized was and uses that when working in subsequent drawings.

I believe you have to set it, then successfully attach an item for it to hold.
