Do you mean the contextual ribbon when you are in the block editor?

No. In 2014 I would get a floating toolbar.

Do you mean a tool palette for block editing?

If so, in the block editor on the contextual tab at the top click on "Authoring Palettes" button to open the tool palette.

i also found the same issue (version 2014.)

i have not been able to get the toolbar to show up & the ribbon is missing the close command.

you can use bclose to get a dialog box to save or discard and it shows you the name of the block

When you installed 2014, did you settings from a previous version?  If so, you may have to add the missing features manually via the CUI editor, otherwise

Resetting AutoCAD to default will likely remedy both issues.

Try MTEXTTOOLBAR = 1 at the Command line

I would like to have the opposite toolbar appearance setting. In other words, do not display the Refedit toolbar when editing a block in place. Let me know if I should start a new thread.

The Refedit toolbar appears when REFEDIT command is active. A user wants to suppress this action because he already has a custom toolbar that contains the Refedit, Add, Remove, Save, and Discard buttons. (Didn't need the block name drop-down box)

After installing 2019 last year, customizations were applied such that the toolbar did not appear or pop-up during REFEDIT. New, higher res monitors were acquired recently and something seems to have reset. Now, the Refedit toolbar appears during the REFEDIT command.

In the CUI, I have checked:

  • Double-Click Actions > Block : it's set to Xref and Block, Edit Reference In-Place
  • Toolbars > Refedit : Default Display = Do not add to workspaces

The Ribbon is on, but collapsed.

MTEXTTOOLBAR = 1

I cannot find a setting or system variable to suppress the Refedit toolbar when editing in-place.

I hope someone may have an answer to suppress the Refedit toolbar appearance persistence.

Regards,

Jerry
