Dynamic input not working as expected

Typically when I try to move or stretch an item, I select the item(s), pick a basepoint, then drag the cursor in the direction that I want to move the item (typically an ortho direction - 0, 90, 180, 270), and then I can enter a distance/displacement that I want to move or stretch the items. Typically my computer is at work connected to a dock. I took my computer elsewhere, and now this is not working anymore in that environment. It does work in most directions, but when it snaps to the polar directions (0, 90, 180, 270) if I enter the distance, the items move or stretch to a distant point instead of moving or stretching as desired. I'm assuming there is a setting that needs tweaked, but I'm not sure which one it is.

I realized that I had a settings backup, so I loaded that, and now it works as intended again. Again not sure which setting this was, but I sure would like to know for future reference.

Is it doing it for displacement that prompts you "0,0,0" or is it happening when you click from a point? Maybe WBLOCK us a sample of the area or object so we can try it. Also is your snap to gridlines off? The f9 key. Maybe check your DSETTINGS under "Snap and Grid".
