Dynamic blocks and Excel

Just wondering if anyone is aware of a workflow to accomplish the following:

I'd like to be able to link some dynamic block properties to an Excel table, then I want to be able to run a command line argument that would plot the block into a PDF.

Is this kind of thing feasible?

Sorry Im a little confused. Are you in CAD when you run this command and when you run this command is the drawing blank? What is the purpose of the AutoCAD block to excel link for? Maybe that will help me understand
