Dwg file has a locked layer holding many more that I cannot edit

I am collaborating with an architect and the file they shared have a layer that I cannot get passed. From what I can tell the layers I am trying to reach are inside or under this one, but I cannot find a way to edit them. 

 

They are all unlocked but there is no way to select them or work on them in any way.

 

If I delete the surrounding rectangle they do no appear to be selected, but when I delete it they all get deleted.

 

Any thoughts will be greatly appreciated.

Thank you so much, you saved me such a headache. Seems like I need to study the commands in depth, that was like magic.

 

There should be a way to buy someone a beer when they have such a substantial impact! Thanks again

I confirm: Start studying is a good idea, it is part of all Acad Beginner-Books, Topic LAYOUT PRINT/PLOT.

Or, if that rectangle is a Viewport, you can just double-click inside it  to be able to work with the things in Model Space that show in it.
