Draworder command no longer functional within block / reference edit

I'm not sure what happened, but suddenly I am no longer able to use the draworder command while in refedit mode.

I get this notification in the command line:

 

DRAWORDER Partial nested selection for REFEDIT has disabled the DRAWORDER command.

 

What the hell does that mean and how do I fix it?

does it work when you use block-editor instead of reference-edit`?
