I did my drawing in model space switched over to paper space, and there are two drawings over each other. same drawing just offset a little bit. How do I fix this by doing it all over again

In Layout, make sure you are in paperspace (command PSPACE), select one Viewport and delete it.
Think about layers which are OFF or FROZEN.

If I am wrong and you don't have multiple viewport of top of another one,
check your model. Select a line by CROSS selection.
Is it really just one line?

Since we don't have your CAD drawing ,I suggest to make another new layout... If the issue resolved delete the old one.

Here is what it is doing. Sorry new to this. in model space, it is just one drawing. I believe somehow I got two viewports open. I am unsure on how to delete one. Thank you for the help

Pick inside your VP then press Ctrl+R to catch and find the other viewport.
Can we have here you CAD dwg please .. to give you direct and right answer?

From your picture:
You are inside one viewport, go back to the paperspace, command PSPACE
V1
Now, select one viewport by click on It and delete it.
Can you still see your model, but just one time now?

Why not ERASE both viewports then make a new one from outside the viewport you are stuck in by just clicking on this button (it will change to the word PAPER).
or double-click in the gray area to get out of the viewport you are stuck in
