Double click on .dwg file not working if AutoCAD is running already

OS: Windows 10 2016 long term (work computer)

CAD: AutoCAD Mechanical 2019 (23.0.46.0) based on AutoCAD 2019 (P.46.0.0)

Problem: Double click on .dwg file focus the autocad, but no drawing file is opened

Reproduce:

1. Close autocad until it fully exit.

2. Double click on A.dwg, autocad start automatically and opens A.dwg

3. Double click on B.dwg.

Expect:

Autocad opens B.dwg, now I have two tabs of drawing: A.dwg and B.dwg

Actually:

Autocad was focused (become the active and front window) but nothing happened else. Now I have only one tab of drawing: A.dwg

Additional info:

1. dwg files have icon and thumbnail, looks like associated correctly

2. Right click on dwg file and select open with > AutoCAD Application is not working, neither do AutoCAD DWG Launcher

3. "OpenLaunch" entry is set to correct exe location ("C\program files\Autodesk\autocad 2019\acad.exe" "%1") in HKCU\SOFTWARE\Autodesk\DwgCommon\shellex\apps\{F29F85E0-4FF9-blahblah}

Please check the article "Multiple drawings cannot be opened in AutoCAD". I think this is the behavior your describe right? Please check according to the article if the system variable is set to 0.

Update AutoCAD to 2019.1.2 which is (currently) the latest update for the AutoCAD part.
