The 'dimtext under the dimline' option has always done that, there are many posts of the topic with some workarounds. No fix @davidseanbanneretleahey unless you want to change to have your dimension be always above the dimline or add the leader option, and since it's always been there it's no a bug just a very annoying feature that needs to be reprogrammed by Autodesk.

Can you share a dwg with your dimension style in it? It's probably an option within your dimension settings.
Any reason your text is mirrored? Normally text is always on the same side of the dim line, either left or right, up or down, not mixed.

I don't see any mirrored text.

Not true. I've been using this style exclusively for nearly three decades.

And I assume you also have always faced the same issue as the OP too, right?

It should be obvious and not sure why you would even question it. What is it that you are really saying?

Something that may be worth mentioning is the direction of the dimension.  Instead of drawing the right-side dimension from top to bottom, try drawing it from bottom to top (creates the dimension in a positive direction instead of negative).  Same for the bottom dimension.

Many things in ACAD (and Revit) need to be created in the correct (positive) direction to perform as expected.

@davidseanbanneretleahey
I have changed your dimension style to add a leader when the line is too short for the text to fit, this is how we internally have ours setup.
This only automatically does the leader with the 'dimcontinue' command though. Start with a normal dimlinear and then use DIMCONTINUE.

Normal dims will jump to the side if they can't fit.
