I want the arrows to be inside the circle but when I flip the arrows the dimension line is still visible. I've tried to break it but it wont work.

Select the dimension and in the properties palette change the Text Offset value to 0

Hi,

Try   DDIM >> ( select your dimension style ) Modify >> Fit tab >> Text Placement  ( Over dimension Line with leader )

Hi, I am attaching a file with the Arrow extensions suppressed. Select the dimension and see the FIT section in the properties panel to see how that is achieved.

Thanks S. Faris.  In the Fit section it has to be  Fit Text only and in Text movement is keep dim line with text. ^_^
