Default / Current Layer

AutoCAD MEP 2015:

We use a "XREF" layer, but it's taking over!

If I open a document, change the current layer to 0 (or anything), save. 

The current layer shows as 0.

Close the document, open it again, and it's reverted to "XREF" layer.

This is a new problem. 

Yesterday, I could control the layer.  

Any ideas, suggestions would be greatly appreciated.

Do you have any lips start ups running that perhaps define or reset the current layer?

If you can confirm that you don't have any LISP routines changing this, try repairing your installation.
