I am trying to create a stretch parameter on our bracket so we dont have to explode the block every time we want to resize it. we want both sides to be equal to each othere when we stretch it. every way i have tride it the block freaks out and tries to loop on its self, can anyone help me with this and tell me what i did wrong. I have attached the DWG file to show what i was doing.

You don't need any Constraints, in fact they're what's causing the block to "freak" out.  All you need is one Linear Parameter and a Stretch Action at each end, then change the Linear Parameter so it stretches from the Midpoint  using the Properties Palette.

I was able to create what we wanted by using this, the video helped out a lot as well. Thank you
