Creating a constraint between a circle and a line

I am trying to create a label block in a manner that I can stretch the line pointing to the object Take a look at this:Capture.PNG

There are two stretches at the bottom of each lines shown. However, in order for the structure of this block to remain, I need to snap the top / bottom qudrant of each circle to the nearest end of the line. However, whenever I try to use "coincident" constraint, I can only choose CENTRE of the circle.

 

Are there any ways to select edge of the circle instead?

Snap Nearest and then add Tangent.

This was covered in video attached here yesterday.

Tangent isn't what I'm intended to do.

I am trying to connect end of the line with the quadrant in a manner that the line is pointing towards the centre of the circle.

That was just an example.

You should be able to get virtually any logical constraints.

 

Simply add a construction line from the center of the circle to intersection and then make it Colinear.

After adding the colinear to a horizontally (or vertically in your case) constrained line - it will logically be at the quadrant.
