Scan the "hand-drawn" image into a PDF and use a 3rd party software to convert into a DWG - ex: https://www.scan2cad.com/

The pdf drawing exported with this solution achieved 80% of our expected.

Because hand drawings are not accurate and this kind of conversion requires a lot of rework, it's often a lot faster to draw it from scratch.
