Convert a large number of 3d-polylines to surfaces (convtosurface doesn't work)

Hello everybody,
i hope y'all can help me out. I have the following problem:
For some urban design classes I need to export a 3D-Model of a small district in order to work on it in illustrator. Berlin allows to export 3D-Models, but they come in separate polylines for ground, wall and roof surfaces. Since they're only polylines, autocad can only display them as wireframes. I need them to be displayed in shades of grey. I know that in order to do that, the polylines need to be converted at least to surfaces. The command however only works on half of the polylines. I searched for solutions and found some, they however target only single 3d polylines. My problem is, that I would need to manually convert more than 10.000 3d-polylines to surfaces - which is not possible, since I don't have that much time. There are around 25.000 3d-polylines in total that need to be converted to surfaces.
Does any of you have an idea how to fix the issue? Maybe another programm can do what autocad fails to do? Attached you will find the document - one version with just 3d polylines and one version, where I let the convtosurface command do its (incomplete) work.
