Compile through DIESEL

I would like to know if there is a way that I could create SSM project properties and use a DIESEL expression to name an attribute?

 

My end goal is to have a block that would have attribute names that are named based on values within SSM properties.

I don't think you need diesel to do this. All you need to do is define your custom property in your sheet set and then use a field in your block attribute text

 

In the images below, I created a custom property in my sheet set. Then I inserted a field into my block attribute. Then I set that filed to the sheet set custom property value.

I would like to catenate two properties int5o one if possible.

If all you are doing is concatenating you can do that with your attribute. You can add two fields into one attribute. Just right-click and select then insert field again after you have inserted your other field. See below where i have added a mix of text and fields to the block attribute.
