... and what type of collaboration?
Do you want to get drawings from partners (they create the drawings for you) or is your intention to create drawings for partners (or complete archtitectural designs)?

(not for me, but I guess that would be an info necessary for readers to know)

My intention is to create 2D Drawings for my partner and I can draw and create Architectural designs for my partners.

*** Create a well organized linkedin profile, eventually the site itself will give you proposed jobs and even close to where you live if possible.. You can also try the job search in there, search for "autocad outsourcing" or "autocad freelancer", and make sure the place is set to anywhere.. These are some results from there:
