Although they all look planar.

Also why is the z=34.... for the lwpolyline in the Properties, but z=0 in List?

The UCS has been moved to a point on the pline . When you type UCS at the command prompt it says "NO NAME". Notice where the UCS icon is.

When you change the USC back to "WORLD" the UCS icon moves to 0,0 and shows where the pline actually is.

I opened your dwg

a new layer current and BOUNDARY, click inside your work and the boundary is made indicating all your work is on one plane.

UNDO that

 

I find two polylines and two arcs,  no splines

JOIN joined and converted into one closed spline

 

are you asking about the Normal Z of negative value in properties?  some explanation in these posts.
