Can't join or make region

Again...

they are all polylines, made Flatten with no help

Region also no but Boundary yes. why?

Hi @Karol-Or,

 

I copied your outline and pasted it into a new drawing. I verified that it only had 2D polylines and lines. I moved it close to 0,0 and I was able to run Boundary to create a polyline from it without any issues.

May be I don't understand the question, but on my system using command _BOUNDARY was able to produce a closed polyline as well as creating a region, both worked well.
