Can't Export Individual Layers to WMF format. ("Unexplodable Block?)

Site Engineering drawing of Fairgrounds with utilities drawn as layers - 

Ultimately what I need to do is hide all but a selection of layers, and export those selected to view layers to a WMF files.
The drawing will turn on/off to hide or show specific layers, but will not allow the shown layers to be selected or exported.

I received this file with Paper Space on. I always work in model space. But following suggested methods for double clicking does not allow me to switch.

The drawing will not recognize the objects as selectable in order to try to explode.

How do I:

1. (primary goal) break this drawing's layers down into selectable objects, that I can export (to .WMF)?

2. How do I switch to model space from paper space, in this particular drawing's configuration?

Type into command-line:

CTAB

Model

There is nothing really special about this drawing. Just regular viewport within the layer (VP) which is turned off (as hundreds of other layers).
