can't create or edit property filter

When I try to create or edit a property filter the Layer Property Manager window freezes up and the list of filters grays out, like this

Which version of AutoCAD and update do you have (command _ABOUT can show this).

Yes, it does apply to a new drawing.  Running AutoCAD Map 3D  G204.0.0  SP2.1.

No layerfilter do exist in that drawing.

Adding, modifying and deleting is possible.
