Can not convert lines into solids in 3D

I was trying to make a solid "wall" out of lines that formed an area. I tried using CONVTOSOLID and CONVTOSURF commands, neither would work for me. I can't figure out what is wrong. I attached the dwg. file if someone wants to quickly help me out. There's also a picture attached.

Use LOFT command

CONVTOSURF doesn't work on lines, only polylines. So you can join your lines to be polylines before CONVTOSURF.  @Patchy's suggestion of LOFT is probably better for this particular situation though
