Can I change unit without scale?

I have this DWG file, that contains CNC shapes, it consists of several layouts (90 one) they all made by Cm unit, after exporting them to PDF, they said the CNC machine only accepts in Mm unit, should I rescale all the file and correct all these 90  layouts one by one? or There is the faster way?

PLOT (not EXPORT) to a PDF that has a PLOT settings 10x smaller not working for you?
Or PUBLISH using a predefined pagesetup that does that already in another master file?

Or is there something else going on that needs to happen too.
