Can AutoCAD import a .CSV file?

I am currently trying to help a small surveying company do research on which AutoCAD package they need to purchase to do the limited things that they do. All I really need to know is if AutoCAD, not AutoCAD Civil3D, just straight up AutoCAD can import a .CSV file and place those points into model space?

Not directly, but it's reasonably easy to set up with scripting or LISP programming (provided you have the full version, NOT LT).  If you look around there's quite a few third party developers who can provide something more substantial.
