CAD Standard scale for establishing blocks with attributes

Structural engineering firm. Ninety five percent of the time we use 1/8” scale plans. We have a group of annotation elements (blocks, dynamic blocks, blocks w attributes, etc.) for use on plans. Most/all of these elements were created while working on 1/8” scale plans at a Dimscale = 96. If these blocks are adapted for use at other plan scales, they’d be inserted at 0.5 scale for 1/4” scale plans, 2.0 scale for 1/16” plans, etc. 

To achieve a well conceived/executed standard, should the blocks be recreated at Dimscale = 1,  so they are inserted at a scale that matches the Dimscale of the plan?

We do not have a history of using them but need to consider that alternative.
