Blocks changing based on answer?

im trying to make a new template and think of ways to speed up the mundane things like flood zone notes and basically everything that goes into a title block. and i was wondering if theres a way to make the flood zone note change based on a prompt.  ive found this whole lookup table thing but i cant figure out how to choose an option then it changes to the corresponding flood zone numbers

or if theres another way, feel free to let me know.

How about just having the notes for different options on different Layers [they can all be contained in a single Block or Xref], with the choice of option determining which Layer is turned on, and all the others off?

It seems we can also use different visibilities to represent different flood zone notes.
