Block not found when inserting from tool palette

I have been having trouble understanding the tool palettes and blocks.

 

My file tree is basically

CAD

     Symbols

     Working

 

I open my drawing that I am working on in the "Working" folder, when I see a need I create a block to use in upcoming drawings and I save the block in the "Symbols" folder. After I create the block and save my current drawing (ex. 001A), then I  insert the block I just created and drag it to my tool palette and for the rest of the session it seems to insert fine. If I close AutoCAD and then restart AutoCAD and pick the block for the tool palette it can't find the block. The path has the name of the drawing when I created the block. I have right clicked on the tool palette block and tried setting the path directly too the block in the "Symbols" directory but when I click "OK" it says block not found.

 

I have both "Symbols" and "Working" folders in the "Support files search path" and the "Working support file search path"

 

What am I missing?

Did you try dragging the drawing file of the symbol into the tool palette?

Also, try adding the path to "Tool Palettes File Locations" in the OPTIONS > File (Tab).
