In the Insert tab, I can't see block palette. how can i activate this and how to access to cloud?

Insert tab? Can you provide a screenshot of where that is please?

 

And which cloud service are you using?

That button only shows you what your file contains (in this case, in your empty file, it is going to be empty): take the time to click on those choices to see for yourself. The last one, if you take the time and made the effort to set it up will show libraries for example.

 

Are you by chance looking for CLASSICINSERT command (used to be called just INSERT in older versions, you'll need to type it out)?

 

Or are you looking for ADCENTER command?

 

How would AutoCAD 2025 know where your block library resides, did you add to change settings somewhere?

ADCENTER and TP commands contain free libraries if that is what you wish to see and use.
