Bind not showing up when right clicking xref, how do I add a PNG image to a block and it stay?

I'm in AutoCAD 2023. I xref'd a PNG logo onto a title block in the block editor and saved the block, now I am opening the block in in another drawing to create another standard drawing sheet (I'm building all the boiler plate sheets from scratch here at my work) and the PNG logo disappears. I figured I'd bind the logo but when I go to the xref manager select the logo and right click, bind is not an option. It isnt just for the log, I tried it on other xrefs as well. Why isn't bind showing up? How can I make sure an image stays in a block when I open up in a new drawing?

Generally speaking, images are references to a DWG file, not able to be "bound" or embedded. There are a few exceptions to this rule such as those described here.
