Automatic Specify Basepoint

Hi, how do I enable the feature where the basepoint suddenly appears when you hover over an object when using MOVE or COPY commands (for instance)?

while Acad asking for the (base)point,

type in INS<enter>

or ctrl+rightclick -> INSertion point

Or what you ask for, the OSMODE setting for running osnaps

Thanks everyone. I had OSNAP turned off. I couldn't remember the name of this feature as it's been over 10 years since I used ACAD.
