AutoCAD partial open dialog box not showing and convert PDF to DWG

Hello,

I use AutoCAD 2021 and AutoCAD 2021 Raster Image. When I open AutoCAD drawings, sometimes partial open dialog box not showing, sometimes it works. Could you please provide some advices to me? 

I am wondering if you can advise me how to convert a scanned PDF file to DWG file without image file? Thank you very much in advance

you will need to purchase a 3rd party software for that ability, or you can attached the image in a DWG file then spend minutes/hours/days just drawing over it to recreate it.
