I am working on the base plan drawing and when I clicked on a certain area it says that it has a file lock, while I go to sheet plan that same message does not tell me, and I am able to edit it.

Where do I unlock this, with images showing it would be helpful as I am trying to get better with CAD.

that's a loaded question.  Are you using a vault system, where you have to "check out" and "check in" drawings for exclusive use?  If so, this is simply telling you someone has it checked out.

ACAD by default adds a .dwl file, but it if it is "orphaned" for some reason it will go away by itself when someone opens the drawing.

Hope this is helpful.
