Here my situation:
I'm working in AutoCAD 2016 on a dwg that was created while in MicroStation using MicroStation to export to a dwg.
After opening that translated dwg in AutoCAD, everything appears to work EXCEPT when I define a new BLOCK with Attributes, the Attributes do not display. (Invisible setting is NOT a factor.)
I have experimented with MicroStation exported dwgs from two different MicroStation installs and the results are the same. I have set different export Options and the results are the same.
Using MicroStation to export is critical in my workflow to maintain project standard settings.
The work-around fix is to open a blank AutoCAD dwg and insert the MicroStation dwg as an exploded block. Block with Attribute usibility is then normal with no issues.

Obviously this is an issue within the exported dwg itself.
Does anyone know of a tool or command that I can run on the defective dwg to "reactivate" attributes?

HI Michael - Exports from Microstation to AutoCAD can be troublesome at times. I haven't seen this issue and I am glad you have found a workaround.
If you would like to attach a file that illustrates the problem I will investigate and see if I can come up with a better answer.

James Maeding suggested I check the ATTDISP setting in the exported dwgs.
It was set to OFF.
ON fixed the issue.
