AutoCAD 2018 - Issues With Annotative Blocks Rotating Independently

Hello,

Recently, I noticed an issue with an annotative block that we use quite frequently in our drawings.  In the past, I have been able to rotate the block at different annotative scales independently.  For example, I could have the block with a 1:10 scale set to rotation of 45, and the same block at a 1:5 scale with a rotation set to 0, and the blocks would appear distinct as intended.

Now, however, I am noticing that I am unable to rotate these blocks independently.  Changing the angle of the block through the grips or properties box rotates all annotation scales simultaneously, which previously did not occur.  Changing the rotation of the block through properties results in the current annotative scale rotating correctly, but also rotates the text embedded in the block of all other annotative scales, while leaving the polyline which functions as a leader unrotated, as seen in the attached.  Again, this method previously worked for getting the blocks to rotate independently at the different scales.

This issue occurs on all drawings and in both AutoCAD 2016 and AutoCAD 2018.  We have not made any edits to the block definition since this time, so I am quite puzzled as to what might have changed that would result in these issues.  My initial thought was some sort of system variable that was introduced in AutoCAD 2018, since the issue now exists on projects where the methodology outlined above worked just fine a few months back.  However, the fact that the problem is not limited to AutoCAD 2018, and also exists in 2016, has me wondering.

I would appreciate any help or recommendations.  I have attached screen shots of the issue in question, as well as a DWG file containing the block in question.

Hopefully we are able to get to the bottom of this.... Thanks in advance!!!

It works fine for me, but I'm surprised why you saved the model range in scale 1:10,
because your block reference does not have that scale.

Are you stumbling over it?
