Using: Windows 10, Logitech M705 mouse, AutoCAD 2017
Issue: New mouse's wheel not using Pan function when pressed down. Tried setting MBUTTONPAN to 1, and to 0 - neither worked. Tried changing CUI>Mouse Click>Button 3> set to "PAN" - didn't work.... not sure what else to do?

Have you installed the Logitech mouse utilities or did you let Windows just assign the driver? I recommend avoiding mouse utilities unless you get some major gaming mouse or 3D mouse. I've often fought with mouse utilities (including Microsoft Intellimouse) that seem to screw up AutoCAD's mouse usage.
You can find out if the utilities are installed by either looking in the Windows Tray (icons near the clock) or in the add/removed programs (apps) area of the control panel.

I use the M510 with no Logitech software installed. I have my MBUTTON set to 1 and it works great.
Installing the mouse software worked! Set the wheel function to "middle" in the mouse's software. I was hoping to get around having to install it, but nevertheless it worked.

Had the same situation ... I had just changed out my old mouse for the M705 and installed the mouse utilities. MBUTTONPAN stopped working so I checked the settings in the mouse utilities. By default "Zoom" was selected. Once I changed it to "Middle Button" the pan function worked fine in AutoCAD ... and the zoom still worked just fine.

If all else fails, try this: nothing worked for me until I went to the "channels" buttons (the buttons that allow you to pick a "channel" to connect wireless to your computer. I am usually on channel 1, so I clicked channel 2, then back to channel 1. It seems to reset the parameters, allowing you to once again use your pan command by pressing and holding the wheel. It's a very minor inconvenience, so I stopped trying to reset all the other parameters to try and make it work. Hope this helps...!
