So you can't get LT to start/run at all?

Have you ever been able to start/run LT at all?

Try a repair installation and if that doesn;t work do a complete uninstall and clean reinstall.

Faulting module name: OGSCertificationUtility-6_3.dll
Faulting module path: C:\Program Files\Autodesk\AutoCAD LT 2016\OGSCertificationUtility-6_3.dll

Find that DLL file, delete it, reinstall LT: see if that helps. Removing LT properly may be required first http://knowledge.autodesk.com/customer-service/installation-activation-licensing/get-ready/remove-pr...
Ensure you prepare your system for LT installations properly:
