Here are my explanations, sorry for the French/English.
Start by drawing a circle with radius 19.00
Horizontal line of quadrant point (south)
Shift this line 41.00 upwards.
Line from the center of the circle upwards.
Offset this line by 3 on each side to get 6.00.
Command FILLET (Radius 0) then command TRIM.
Command JOIN to transform the circle portion and the three lines into a polyline.
Command CIRCLE with radius 63.5 from the center of the existing circle.
Command CIRCLE with radius 76.00 from the center of the existing circle.
Command LINE from the center of the circle upward.
Command ROTATION of this line, from the center of the circles by 20.00 degrees to the right.
Command LINE from the quadrant point of the great circle (north) to the intersection between the LINE at 20 degrees and the circle with radius 63.50.
Command Erase the two large circles
LINE command from the quadrant of circle 63.50 to the quadrant of the outer circle.
Command ARAYPOLAR, Choose the two lines, the Array base point is the center of the small circle, it only remains to choose Number of elements and answer 18.
18, because 360 degrees divided by 20 degrees = 18.
