Array along a path using another polyline to control an alignment.

I am trying to array 3D objects along a path and use an adjacent line to control rotation.

 

I have 2 Railway tracks that I want to align Sleepers to. I will use one line as the base, the other line I want to be able to use to control the elevation of the sleeper so that it aligns perpendicular to the other line correct angle as it goes through the curves. Is there a simple way to do this using the array command.

 

I am using Autocad 2018.

I think I understand what you want to accomplish but can you attach a sample file with sample path to work with?

I have a few thoughts but need to be sure of my approach.

Are you talking about sleepers with varying slope in the Z direction along each one's length?  So it's not just a question of elevation, but actually of Coordinate System?  How is the sleeper defined?  Just a 3D Solid?  As a Block?  If so, where is its insertion point?  [All questions would probably be answered by a small sample drawing.]
