Amigos, 

  Quiero hacer un arco (inicio fin radio).  El inicio es en el círculo verde. el fin está sobre el círculo celeste. Pero en el celeste tiene que ser tangente.....pero el snap marca sólo en los circulos rojos marcados. Cuál es el problema?

What object-snap modes do you have turned on?  I think if you are using the End option and using TANgent Osnap for the end, it will be the tangent from the start point, which will not be tangent along the curve of the Arc -- the chord  will be tangent.

 

Does the start of the Arc need to be at the endpoint  of the Line in the green circle?  Or do you want it tangent to that Line close to that end?  If it should be both  at that endpoint and  tangent to that Line and  tangent to the blue Circle, I don't think you will be able to specify the radius you want for the new Arc -- that will be a result of the other geometry.  If it does not need to be tangent to the Line at the green circle, I think I can imagine a way to do it.
