Im a student and have intermediate knowledge of autoCAD so any help would be appreciated.

The annotative objects in my drawing become a mess when I try to create a viewport, I have tried to set the viewport scale to the same as annotative scale in model but the drawing does not fit in the viewport when I do this, I have attached the drawing. Thanks in advance for any help. P.S. the drawing was initially done using civil3D

I think you are going about this backwards. Usually, you start with the desired output paper size. Determine what needs to be shown on the sheet and then figure out what scale to use. It doesn't necessarily need to be in that order. Sometimes you are given a sheet size and a scale. Then you would determine if the entire drawing would fit or if it needs to broken up into multiple viewports.
